Rebel faction denounces false power seizure in Kwangtung-Febuary 1967

Ninety six years ago, the working class in France, displaying a fearless spirit, launched a powerful attack against the bourgeoisie, smashed the bourgeois state machine, democratically elected a commune committee from bottom to top, and for the first time founded the Paris Commune-a state machine of proletarian dictatorship, thereby hoisting a brilliant banner for the international proletariat.

Today, our great leader Chairman Mao has issued a fighting call for “proletarian revolutionaries to form a grand alliance and seize power from the power-holders who take the capitalist road.” This slogan has aroused widespread response. Where the red banners of the proletarian revolutionaries appear, a violent battle for the seizure of power begins. The greatest day for the proletarian revolutionaries has come!

The true proletarian revolutionaries have taken over the red banner of the Paris Commune and defended the revolutionary principles of the Paris Commune.

Chairman Mao says: “There would be no construction without destruction, no flowing without damming and no movement without stoppage.” “A brand new social system must be built on the base of the old system and must eliminate the base.” The present struggle for the seizure of power in the Canton area is a big battle between the two classes and the two lines. For a long time the Kwangtung Provincial Party Committee, controlled by a handful of power holders taking the capitalist road, resisted and boycotted the leadership of the thought of Mao Tse-tung, enforced bourgeois dictatorship, cheated the higher authorities and disobeyed those below. While obeying orders publicly they disobeyed them in secret. They suppressed extensive proletarian democracy, played tricks and shot people from behind. As a result the Kwangtung Provincial Party Committee was turned into an independent kingdom under the absolute control of a handful of power holders who take the capitalist road.

As a matter of fact, the Kwangtung Provincial Party Committee is no longer in the hands of the proletarians. If we do not seize such power, who will? For this reason, when seizing power, we proletarian revolutionaries must follow Chairman Mao’s instructions, defend the revolutionary principles of the Paris Commune, throughly smash the “state machine” a tool with which the handful of power-holders who take the capitalist road enforces bourgeois dictatorship, effect the mass “three-combination” alliance to seize power from bottom to top, and build a brand new state machine of proletarian dictatorship.

However the “seizure of power” by the Provincial Alliance of Revolutionaries has precisely gone against the teachings of Chairman Mao and betrayed the revolutionary principles of the Paris Commune.

Please look! The following strange incident took place during the “January 22nd seizure of power”:
A certain secretary after “turning over the seal” and giving his signature, said: “This is not seizure of power. It means we have to do our work well under the supervision of the Provincial Alliance of the Revolutionaries.”

Certain leaders of the Provincial Alliance of Revolutionaries, overjoyed, said to the power holders taking the capitalist road: “You follow us and we follow Chairman Mao!”

This episode precisely revealed that the “January 22 seizure of power” was a farce jointly staged by a handful of power holders taking the capitalist road within the Provincial Party Committee and the Provincial Alliance of Revolutionaries.

Engels said well: “When the working class comes to power, it must not continue to use the old state machinery in administering its affairs.” Nevertheless, in conspiracy with the power holders taking the capitalist road within the Provincial Party Committee, the Provincial Alliance of Revolutionaries wants to continue to operate without the slightest alteration, the old “state machine” which was controlled by the power holders taking the capitalist road within the Provincial Party Committee. As a matter of fact, such “seizure of power” of the Provincial Alliance of Revolutionaries which betrays the revolutionary principles of the Paris Commune is a hundred percent sham seizure of power and a hundred percent “peaceful transition”; It is a hundred percent fraud against our great leader Chairman Mao and the broad revolutionary masses!

At the time of the “seizure of power” on January 22, a power holder taking the capitalist road within the Provincial Party Committee, after handing over the seal of the office, casually said to his guard: “From now on we shall do our work in the Tungyi building. Whoever comes to arrest us has to obtain the consent of the Provincial Alliance of Revolutionaries. They are also prepared to set up a sentry post!”

Members of the Provincial Party Committee whose “power” has been “seized” are immensely grateful to the leaders of the Provincial Alliance of Revolutionaries, do the utmost to please them, and even selected their right hand men to help them draft “orders”. What a “delicate” handing over of “power”! What a “gentle” taking over of the seal! The two sides being willing, the deal was closed in seconds. Is there any revolutionary flavor? Is there any “action of one class overthrowing another”?

We want to ask: Is this the revolutionary principle of the Paris Commune?

Marx said: “The working class must not simply use the existing state machine to achieve its own ends. A political tool which has been used to enslave them cannot be used for their own liberation.”

The “January 22 seizure of power” by the Provincial Alliance of Revolutionaries means to use the old Provincial Party Committee as a political tool.

After the “January 22 seizure of power” a certain supervisory group of the Provincial Alliance of Revolutionaries hurriedly issued the following order: “Power holders taking the capitalist road in the Public Security Bureau are not allowed to lie down and do no work or put up passive resistance.” So men and horses were the same as before. Their official positions were restored to them. Those whose power was to be seized became people of “great responsibility” and were accorded “positive support”. The actual power was still in the hands of the handful of power holders taking the capitalist road.

We must ask: Is this also the revolutionary principle of the Paris Commune?

On January 22, the Provincial Alliance of Revolutionaries “seized power”. But up to February 21, the power holders taking the capitalist road in the Provincial Party Committee still issued orders as usual, issuing notices about holding of meetings to various departments and units of the Provincial Party Committee and Provincial People’s Council.

The masses were puzzled but a certain old man of the Provincial Party Committee was well aware of the secret: “Externally we have to obey the Provincial Alliance of Revolutionaries. Internally we must still speak a unified language.” Another secretary said: “X X X’s words are approved of by the Provincial Alliance of Revolutionaries. The only difference is that one more procedure has to be completed.” This has consequently given rise to the situation in which no distinction is drawn between the right and the wrong.

We must ask: Is this the revolutionary principle of the Paris Commune?

No! No! Absolutely not!

The seizure of power by the Provincial Alliance of Revolutionaries can only betray the revolutionary principles of the Paris Commune. Red Flag, No.3, said editorially:

“Since some units in which are entrenched a handful of Party power holders taking the capitalist road have become organs of bourgeois dictatorship, we cannot of course take them over intact. We cannot adapt reformism, cannot combine two into one, cannot try peaceful transition but must smash them to pieces.”

In the struggle for “seizure of power” the Provincial Alliance of Revolutionaries dared not basically touch those organs which practiced bourgeois dictatorship. Instead estranging themselves from the broad revolutionary masses, they relied only on a few persons in doing some repairing, reformist work.
They were not willing to do mass work on solid grounds, nor to arouse the hundreds of millions of workers and peasants to seize power by forming a “three-way alliance” from bottom to top. They were keen on following the line of superstructure, collaborated with a handful of power holders taking the capitalist road in the Provincial Party Committee and promoted “peaceful negotiations”.

If this is called “seizure of power” it will be very strange indeed. We proletarian revolutionaries must not be taken in. We are fully determined to realize a grand alliance under the red banner of the great thought of Mao Tse-tung resolutely execute the correct policy of “three way alliance” throughly smash the old state machine of bourgeois dictatorship under the control of a handful of power holders taking the capitalist road and build a new red Kwangtung!
