COLONEL Oscar Lactao, commander of the 303rd Brigade, expressed concern on the alleged “clandestine activities” of barangay officials with the New People’s Army (NPA) in some barangays in northern Negros. Lactao said they have in their possession a video showing a barangay kagawad (village councilman) purportedly taking part in a program conducted by the NPA rebels in one of the barangays in Escalante City.
He said they are planning to show the video to officials of the Department of Interior and Local Government here to determine whether the barangay officials can be held responsible for their actions. He said that barangay officials are persons elected by their constituents as their representatives in the barangay council through the democratic process, thus it is unbecoming to see these barangay officials joining the NPA rebels in their activities. He recalled that a purok president in Escalante City was a casualty in an encounter with the government troops recently. The said purok president was reportedly with the NPA rebels when the encounter happened.
