GUWAHATI, July 19 – The security forces have come across a major plan of the Maoist rebels to create “strategic zones” in Assam and Arunachal Pradesh, but the recent arrests of senior Maoist members in Assam seriously affected the growth of the ultras.
Highly placed security sources told The Assam Tribune that the decision to form “strategic zones” was taken at the highest level of the Maoist rebels and it had the approval of the self styled commander in chief of the outfit. Sources said that according to information available with the security forces, the proposed strategic zones would comprise of Karbi Anglong and Dima Hasao districts of Assam and the hills of Arunachal Pradesh bordering Tinsukia district of Assam, where the Upper Assam Leading Committee of the Maoists have strong bases.
Sources said that the security agencies managed to get vital information about the plans of the Maoists after the arrest of one Swapan Barman alias Robin, who has been working with the Maoists since 2009. Swapan was arrested in Guwahati city recently. The arrested militant was a member of the Area Committee and technical committee of the Maoists and he was working in a printing press and staying in Uzanbazar area of the city.
Swapan maintained close links with another senior Maoist member Pallab Borbora, who was arrested last month by the National investigation Agency (NIA) and he facilitated transshipment of arms and ammunition from Dimapur. He also accompanied central committee members of the Maoists whenever they visited different parts of Assam and maintained links with members of other militant groups like the People’s Liberation Army (PLA) of Manipur, hardline faction of the United Liberation Front of Asom (ULFA) and NSCN (I-M). In January last year, Swapan was asked to go to Chattisgarh for training, but he refused to do so and stayed in Assam. He came into contact with Pallab Borbora in February last year and both of them were working in close coordination since then, security sources said.
