It was the other day General Secretary Ram Bahadur Thapa ‘Badal’ of the newly formed NCP-Maoist claimed that his party will not enter into the jungles and declare war against the state.
In sharp contrast to what Badal had said in Jhapa, party secretary Netra Bikram Chand ‘Biplav’ while addressing a program in Surkhet claimed that within a year time his party will declare guerrilla warfare.

“In six months time the party will hold its general assembly and with that we will declare a guerrilla war”, claimed Biplav.
“Our prime objective is to capture the state and we are marching on the same course without any deviation”, he also claimed.

“We will not register the party (in the election commission) because if we do that we have to accept the constitution and we will return to the same position (from where we had left). We do not accept the parliamentary system. We will nevertheless form an alliance if needed. The party top leaders will not become a part of the alliance.
