Recipients of these letters are new businesses, key individuals from the Basque and Navarre area. However, according to the sources, in this last batch, ETA has expanded the circle and has included people who had never before been the subject of blackmail. It is thought the new targets is due to the precarious economic situation ETA. Increasingly fewer people agree to pay because they feel less threatened than before, sources explained.

For these reasons, terrorists have also used this last batch to send letters to the same sender via different channels. Security forces are aware of cases that receive a psychical visit the same day they received the letter, either at home or at work. This band aims to increase the pressure on its victims and ensure that they reach their monetary.

In the past, the band has also sent extortion letters to relatives for the same purpose. In terms of numbers, this last batch of letters asked from a minimum of 80,000 euros to a maximum of 400,000.
